that charities engaged in commerce should also pay their taxes
Many large charities operate using an aggressive business model and to all extents are fully commercial entities.
Some for example are major landlords and compete with ordinary businesses and make their money from the national and indeed international communities.
They therefore impact within ordinary commercial business but have advantages.
Just as Donors have been asked to pay their income tax, should not charities who act commercially pay taxes and contribute to the national system and community first and then use their after tax profits in their self chosen charitable manner.
This would be the logical extension of the changes to
tax and philanthropy announced by the government in the 2012 budget
