Remove 2-tier local authorities

Additional Information

District and County Councils are inefficient and confusing for voters. Many people just think of 'the council' and do not realise there are often 2 seperate bodies delivering services.

It's also wasteful and the authorities often do not effectively worh together to deliver services to communities.
