Give all 19 million Xinjiang people UK residency

The Government e-Petitions Team gave the following reason:
It is not clear whether you want Xinjiang residents to be automatically granted UK citizenship, irrespective of whether they want it, or whether you want them to be allowed to apply for citizenship.
It is also to whom you are referring when you ask for 'Xinjiang residents fighting for ISIS in Syria', and repatriation is by definition the returning of citizens to their home country, which would be a matter for the Chinese Government not the UK Government or Parliament.
