Limit the amount of A3/A4 local busines licences in one area.

Additional Information

The amount of restaurants, bars, cafés, bistros is now getting very stupid in some areas! So we need to petition our opinion to reduce the amount of them by restricting licencing per area, so only a few can open in a X radius. The more that open, the more people will go get drunk causing trouble in local areas. This petition doesn't include city centres but in local living areas were there are problems.
