A Football Fans Charter or Constitution.
Work with ordinary Football fans from each club to develop a Football Fans Charter that is used to improve scrutiny of groups such as the Premier League.
Groups such as the Premier League wield enormous power and can change the game without proper consultation of football fans.

You seem to want fans to play a role in the running and/or scrutiny of football clubs but the petition doesn't specify what role they would play or how this would work.
In any event, the UK Government's responsibility in this area is incredibly limited, as football clubs and the governing bodies such as the EPL and FA are private, autonomous businesses.
