1% Obesity Tax on Retail Price of unhealthy foods that lead to Obesity

Additional Information

Smokers always say that they are providing for their treatment when they get cancer by paying tax on their cigarettes to the government.
One of the biggest issues and upcoming crisis for the health service is the cost of providing care for the obese and related illnesses.
Why can't all unhealthy foods (i'm not sure how you would measure this) be taxed with all proceeds going to the NHS?
