Stop Capita / TV licencing from charging the public for their TV licence in advance, and make them allow pay per view standing orders to be setup.

The public should be allowed to setup a standing order to pay £12.12 per month to cover the cost of their TV licence.
People are finding it more and more difficult to make ends meet and should be allowed to pay for a TV licences monthly and should not be forced into paying for their first license within the first six months making it one year in advance as it is at current.
