Stop Capita / TV licencing from charging the public for their TV licence in advance, and make them allow pay per view standing orders to be setup.
The public should be allowed to setup a standing order to pay £12.12 per month to cover the cost of their TV licence.
People are finding it more and more difficult to make ends meet and should be allowed to pay for a TV licences monthly and should not be forced into paying for their first license within the first six months making it one year in advance as it is at current.

The Government e-Petitions Team gave the following reason:
The administration and enforcement of the television licensing system are the responsibility of the BBC, who operate independently of Government.
