(Rapid) Death Penalty Referendum (+2014 EU Vote)
Given months, modern forensic science proves presence at crime scene; prosecution must prove intention and deliberate act.
With so many petitioners For and Against, there should be fresh debate on Death Penalty for all types of murder, victim, quantity and execution timescale.
As Magna Carta English sovereignty is touched by court interpretation of European Human Rights (1998 HRA), there should then be a final Referendum Vote in England. Peer jury and Supreme Appeal Court should consist of English people.
Welsh, Scottish and Irish Parliaments can make their own laws, in their own lands.
