Change in law on mobility scooters

Additional Information

To make users have a medical certificate to use one .
To give out training on how to use one safely .
To have to take a test to make sure users are capable of using one .
To limit the speed to the very lowest in High streets - Public places .
To make them give way to people Walking .
To make them have insurance to use one.

This should be applied to ANY Mobility Scooter.
