life insurance to be created for people with health issues
people who suffer long term health issues to be entitled to pay for life insurance
those at risk cannot get good life insurance and companies that offer cover cover exploit those that need it
the state could save, rather than make grants available
by paying into the insurance this could be used to pay for other services
