The goverment should make all pies and pasties vat free

There has been a U turn on the pie tax will no my local chip shop still charges vat on pies where supermerkets with hot pie cabinets and shops like greggs don't charge vat why should the same pie sold in 2 differnt shops be vat free in one and not in the other if greggs don't have to charge vat on a sausage roll then my local chip shop should not have to make it fair for all or just clasify greggs as a takeaway which is what they are
