Introduce compulsory apprenticeships for businesses with 25 or more staff
All Businesses should be required to take on a young person between 16-21(On minimum wage) for an apprenticeship for a period of 2 years. This should be a ratio of 1 apprentice per 25 employees as a minimum (Although this should be optional for smaller businesses who wish to take part). The employer is helped with a small subsidy to cover basic recruitment and costs and should not pay NICs for that employee for that period. Struggling businesses could apply to be opted out of the scheme.
Young people can choose not to take up a position, but they will forfeit benefits if they do not apply for a minimum number (TBA). Employers would benefit and young people would get training, experience and opportunities.
