Tax Working family on children in excess of 2 per woman

Additional Information

All working families to be taxed per child for mother having more than 2 children in her lifetime, so no tax for 1 or 2 children, but if a woman has 3 or more children in her lifetime tax will be paid on each child subsequent to the permitted tax free 2 children
