Reform House of Lords (420 members), 3rd of whom elected (max 3 terms) by proportional representation on their manifestos, not political affiliations
Another third (140) nominated by political leaders & the other third for their expertise by a committee set up for the purpose. On top of 420 members siting in the House of Lords there should also be 25 Law Lords & 5 Bishops all nominated on merit (not automatically) based on their experience, expertise, etc. Members of the House of Lords should be elected/nominated 5 yearly for up to a maximum of three terms (i.e. 15 years). A reformed House of Lords should still be able to introduce Bills for 1st, 2nd & 3rd readings, as well as suggesting amendments to a Bill as present. The Parliament Act should still apply to a reformed House of Lords. Under the Parliament Act, the House of Lords have to eventually give in to the will of the House of Commons when suggesting amendments to Bills, prior to before receiving the Royal Accent to become an Act of Parliament as present.
