Give maternity pay for a full year

Additional Information

Currently all employees are encouraged/expected to take a full year of maternity leave, however, the government actually only pays statutory maternity pay for 9 months leaving mothers with no money for 3 months. If it is best for babies to be with their mothers for the first year of their lives, then why can't the government extend their offering to a full year?
