Cowboy tradesmen
Make it illegal for any buisness or householder to pay any trades people in cash for work being carried out, This should only be paid by cheque or bank transfer so avoiding the cowboys and tax avoidance, A heavy fine or prison should be the penalty for anyone breaking this law
