Change MP status from Representative to Delegate

Additional Information

That all MP's status be changed from "Resentative of a Constituency" ( having freedom to vote according to Party Whips or personal concience), to that of "Delegate for a Constituency" (being legally required to vote in Parliament according to the wishes of their constituents after consultation with the electorate).
