Stop Lorries overtaking if going faster than 45mph

Additional Information

Lorries always overtake on hills on motorways, we all know they'll never manage it.

So I say if a lorry is going faster than 45mph (say) that they are not allowed to overtake anywhere on the motorway, where all they will do is slow traffic down for miles behind them causing unnecessary braking and misery and disruption to people journeys. Obviously if the traffic is going slow, they can manoeuvre like anyone else.
