Amalgamate the armed forces, the intelligence services, the police, the paramedics and the coastguard services.
Do away with 19th century uniforms and outdated values.
Each new segment should have a promotion ladder/pay scale not exceeding 6.
6 represents entry level and 1 represents the head.
Interconnectedness is the key. The coastguard should be in immediate, repeat immediate contact with all the other segments if required.
During the London bombings, it should have been possible for emergency services to speak to one another without delay.
