Horse & Rider Road Worthyness Test HRRWT
All horses and their riders if they wish to use public roads should have passed a test for road worthyness, this would involve horses and riders trainned to a standard where horses can withstand & remain under control of rider when a loud or sudden noise is exposed to them. Cost of training to paid for by owners.
