HAve chance to sign agaionst an epetition
You should be able to sign against a petition.
This way we might get a better idea if the citizens want something.
EG if a petition gathers support of 1000 we might think that everyone favours it, but there might be 500,000 vehemently against it but cant show that. At present we only hear the views of the people who are keen on it.
