Pay and display penalty charge notice

Additional Information

Stop local councils from upholding penalty notice fines when you can prove you have a valid pay and display ticket. It had fallen off the windscreen during the hot weather( it says on the ticket DISPLAY ON THE INSIDE OF YOUR WINDSCREEN). They told me I should have put it on the dashboard not the windscreen.
