bike helmets VAT waver

Additional Information

Following a successful summer of cycling in britian numbers of people cycling has increased. Helmets can reduce the effects of an accident significantly. However they can be costly to buy. To encurage people to buy and wear helmet I would suggest that the VAT on helmets is removed for a short period of time (i.e 6 month) or a longer basis
