Replace tolls at dartford crossing with congestion tax style technology

Additional Information

We have all waited significant periods of time to pass the dartford tolls only to find free flowing traffic the other side meaning that the wait was purely due to stopping at the pay booths.
I purpose that these booths should be removed and replaced with a congestion tax style payment system. This should also allow the road to be modified to allow free moving traffic through the tunnels and bridge. There is an economic, environmental, and health benefit to these purposals
