If a train company cannot fulfill a contract ban it from bidding in future contracts (without good cause).

Additional Information

Train companies can often structure a contract where they pay the bulk of money at the end of a licence period. If they fail to fulfill the contract they may not even pay the money.
If they fail to fulfill the contract ban it for two licence periods.
