Ensure rail companies pay rail licence fee money within a short period of time
Rail companies can over bid and may not pay any money by promising a large sum at the end of a contract. However, if the company fails to deliver the contract it can get away without paying the licence cost. Demand the cost within 5 years of signing a contract. The travelling public/ tax payer wants hard cash not promises of riches which never come true.
