Make every e-petition asking for a handout from the tax payer cost it

Additional Information

Every e-petition that is asking for a handout from the taxpayer (and there are rather a lot) should be required to estimate how much it would cost.

They should also be required to explain where the money would come from. That is:

Should taxes be raised, if so which tax and by how much?

Should some other piece of government spending be cut. If so which bit and by how much?

Should the government borrow even more money to pay for it. If so, why?
