High Trees duty of care to public by Councils and neighbours
Allow neighbours to cut down trees that are too high and that have trunks very close to borders and fence lines without fear of prosecution. Also stop Councils from charging high rates for completing what is their duty of care to householders. £500 charges for this is a fee simply to stop complaints and does not help the root problem.
