prevent council chief excutives from wasting tax payers money

Additional Information

Our local chief excutive has spent over one hundred thousand pounds on decorating his office. If coucil workers attempted this it would fraud or at the very least abuse of tax payers money. Why should they not be held acountable for this especially when there are so many cut backs
