1 vote from council tax band F resident = 3 votes

1 vote from council tax band D resident = 5 votes
1 vote from council tax band C resident = 6 votes
1 vote from council tax band B resident = 7 votes
1 vote from council tax band A resident = 8 votes

or a weighted schema simular in principle.
