New law to make lifejackets compulsory

Additional Information

Many lives are taken by seas and rivers every year due to individuals who own pleasure craft not wearing lifejackets. I want to propose a law to make the wearing of lifejackets compulsory for all boat owners and their crew. Education is important also, to put across a clear message to boat owners to be aware of the risks they are putting themselves and their crew into.
