Require Wholesale Fuel Prices to be published.

Then as in Australia the movement of Pump Prices can be directly compared to the Wholesale Prices. Allowing transparency as to how reactive the fuel companies are to lowering (or raising) pump prices in relation to the wholesale price. Then it will be self evident if they are quick to raise prices but slow to reduce them as many suspect they do.
