Give foreign aid only when the annual budgets for UK public services i.e NHS, Education have had their annual budget fully paid

Additional Information

UK public service budgets for example NHS should be met before sending foreign aid. Unlikely that surplus funds are available after supporting our citizens could then be made available. That is unlikely. There are high profile charities, Oxfam and Comic Relief which address needs abroad which the British public contribute willingly.
