Wokingham Borough Council are considering changes to the Primary School Admission Code.

This e-petition opposes changing the primary school Admissions Code to give priority to siblings of families who opted for an out-of-catchment school and were fortunate enough to have gained a place at an undersubscribed out-of-catchment school in previous years.

This change would result in non catchment siblings (who's parents chose an out of catchment school for their elder sibling) being given priority over catchment children who don't have a sibling in the school.

This is a local issue. As long as local authorities abide by the Department's statutory admissions code they are free to set local admission arrangements.
