change speed limits to multiples of 5 rather than 10

Additional Information

modern vehicles find 30mph difficult to do unless in 3rd gear but can do 35 easily in 4th, in line with the Governments reduction of exhaust emissions policys it makes sense to raise the speed limits by 5mph to allow vehicles the the full use of normal driving gears.
