Legislation to be introduced so that individuals and organisations who burn waste or fuel must purchase an annual combustion license from the local authority, in order to discourage pollution and nuisance This would include garden fires, open fires, etc through to waste incinerators. Domestic licences for garden fires should start at £200, with commercial licences running into £millions. Vehicles are already covered by separate tax arrangements and should be exempt. Gas central heating should also be exempt.
