Pay less for slow broadband

Bring in legislation that forces ISPs to reduce charges for the poorest quality (lowest speed) broadband services.

At present, internet service providers (ISPs) charge a flat rate irrespective of the speed of service actually delivered. I propose a mandatory, substantial discount for those receiving lesss than, say, 1/3 of the average speed for that service. (The average speed is not related to the 'up to' speed that is already widely acknowledged to be misleading).
