Give Expat the right to vote on Scottish Independance
Scottish ex-pats living in other parts of the UK and rest of the World should have an opportunity to vote in the 2014 referendum. They should be entitled to participate in a vote to determine the destiny of their country. Non Scottish nationals have this right if resident in Scotland.
