Make BBC subscription-based and optional

Additional Information

As one of the few if not only Western nations where it is *illegal* not to 'subscribe' to a television channel (BBC) I feel the service should no longer be funded by a mandatory TV license and instead should be subscription-based. Being fined for not wanting to pay for a channel you do not wish to view is bizarre.
