Universal Credit Payment Child Element paid to Women or Main Carer

"There are concerns too that the payment of Universal Credit to one person in a household could, in some instances, upset the family dynamic: potentially putting that individual in a position of considerable power and influence."
women on the other hand fear that the payment "wont be wisely spent on the children for whom it is intended for.".
i would like the government to rethink about the payment procedure so that ONLY the child element is paid directly to the Women of the household or the Main carer as it is in the current Child Tax credits
