War limited to 2 months unless supported by a referendum

Additional Information

Wars must be limited to 2 months duration unless a referendum is held with the referendum result supporting the war.

Subsequent binding referendums must be held every two months to ensure support continues.

This would put an end to vanity wars for leaders such as Blair and Cameron which are costly both in lives and money.
