Breeders should be required by law to do home checks

Additional Information

I would like to see it be required by law that people wishing to buy or adopt a dog, MUST have a home check.

This is why there are so many dog attacks. It's not the dog, it's the owner.

All dogs have the right to be in a safe and loving environment.

It breaks my heart knowing there are dogs out there not being looked after properly and being beaten by sick people.
