UN member but are we a truly peace loving nation?

what is your definition of peace?
one website defines peace as: Public security and order.
Britain has been a member of the UN since 1945 and to qualify as a member the state must be peace loving.
now when you consider the damage smoking has done to society it begs the question surely does the government of Britain truly want peace?
if so why does it allow peace to be difficult to obtain by making the pursuit of profit ahead of principle it's main goals?
if a man made product is causing 106,000 people to die every year
plus adds a extra burden to the cost of treating people whose health is damaged from smoking does that give evidence that the government of Britain wants peace?
I think it rather gives the impression that the government wants money and is therefore willing to permit the public to be exploited for profit.
and they do this and then wonder why Britain is now an increasingly stressful place to live?
