Revision of Barnet Formula to establish per-capita spending
The use of the Barnett formula which divides the public purse geographically, results in a significant disparity of spend across the United Kingdom, on a per-capita basis.
The result of this is to put certain citizens at a disadvantage or advantage depending on where they live despite their provision from a common fund.
The manifesation if this is that, for example, in Scotland prescriptions are free, wheras they are charged in England.
