Take robust loophole free action to protect from fishing vessels migratory fish at sea to give them free passage to the breeding grounds and back to the feeding grounds, including smolting salmon and sea trout.
Also ban all fishing vessels from inshore fishing with nets.
Impose stiff custodial sentences for any crew found breaking the law
