Make it an offence to commit hit and run on an animal such as a dog or cat

Additional Information

It should be an offence for any driver hitting and animal such as a dog or cat to do so and drive away. It should be required that they collect the animal from the road or advise the police of the collision so that the animals owner can be informed or so that the animal may receive treatment or have further suffering prevented.
