The government should have to meet quantifiable targets
It is grossly unfair and hypocritical for the government to set targets involving penalties in other areas of public service when they are not also subject to such targets.
The government must set out quantifiable and legally binding targets in all major policy areas at the start of each parliament, to be achieved by the end of that parliament.
The targets and penalties for missing them should be similar to those set for other public service areas such as NHS hospital trusts or schools. Preferably this would involve the resignation of minister concerned.
The level of success should be measured by an independent, non-political auditing body.
