Compulsory bicycle helmets for all cyclists

Additional Information

There is significant evidence stating that compulsory helmet wearing for cyclists reduces mortality due to head injury. There is a Cochrane review evidencing this and support from the British Medical Association. With all this evidence for and very little against why hasn't this law already been passed?
