maximum number of people in a train carraige

Additional Information

I would like the goverment to force train companies to limit the number of people that are allowed in one train carriage at any one time to a reasonable and acceptable number. This is to eleviate dangerous levels of overcrowding, which I have witnessed causes distress and upset to many passengers when they are squashed into a tight, small space with little room to move.
