C.S.A using child tax credit as income for calculating how much should be paid

Additional Information

The C.S.A use child tax credit as income when deciding how much an N.R.P should pay to a parent with care, so in effect they take money from one child to give to another. I would like the goverment to change the way C.S.A calculate income and not use child tax credit. I think this is very unfair so I am asking for people to please back this petition
